In today’s news release TNT said: “If you’re quick, you might manage to unlock this new avatar before All Hallow’s Eve. Good luck!”

It seems it is awarded randomly when an item is purchased from a Neovian shop, the Deserted Fairgrounds or the Haunted Woods .
